Test flights happen inside the ranges whenever possible, unless they require larger chunks of air space. Ground access to the ranges is controlled, even for contractors and security. When tests are conducted I am sure they clear the affected ranges of personnel.

The NTTR has two independent ranges, the south range (R-4806W, aka 60's ranges) and the north range (R-4807A air space, or 70's ranges). Please see the NTTR Range Chart in our Maps section (attached link) for reference.

The North Range is closer to TTR and includes several electronic combat ranges. It is mostly used for tests of electronics gear etc. out of TTR.

The South Range is just to the south-east of the Area 51 air space. It is often used for test flights out of Area 51.

And then of course there are the MOAs (Reveille and Desert). They are often used for refueling. A popular refueling track is also around Ranges 71N, 71S and 76.

The actual tracks for test flights vary by mission and required ground resources. One popular track goes E-W from south of TTR to the Cedar Gate area. Another NW-SE across TPECR, EC South and range 4808E. Tracks in the 60's ranges seem to be mostly N-S.
