I think it's a good bet Western governments don't have a monopoly on bureaucracy, greed, and poor judgement. The difference is Communist governments don't have their dirty laundry aired, that's fairly easy to do when you have total control over the media.

And thirty years is a long time in such a scenario, as long as both sides start from the same datum. Based on what I saw and the detailed briefings I received, they were at least 20-25 years behind us in 1989. So we've come forward 31 years, the question is have they come forward at least 51 years to be on a par with us. I have my doubts, but being second best could present a serious threat, especially if they have superior numbers and are fighting with interior lines.
