We are talking about a new top secret UAV, still in development back in 2014, on one of its very early flights. Even if permissible per regulations, do you think they would just let it fly solo in airspace it shares with commercial airliners? I listened to a UAV test in the Ranges recently where the chase (out of Groom) wanted to peel off at the end of the test and there was some back and forth about making sure the UAV (my feeling is that it came from the Yucca strip) was visually confirmed to be in a certain configuration. IMO, if you are still working out the bugs you want eyes on it at all times.
