Both of those sites were built at the same time, between 1/2007 and 7/2007. The northernmost site has a paved section with various features: Roundabouts, underpass and a divided section. I'm thinking possibly test site for autonomous ground vehicles. I think what appears to be rotary aircraft at the antenna test site are trailers carrying tall antenna towers with booms to the sides to stabilize them.
