If he holds a PhD, it could be from one of the diploma mills known for basically
selling them. Back in the 2002-2005 tome frame, the DoD found a large number of senior officials, both civilian and military, whose advanced degrees were from known diplomat mills. One of them was a guy I dealt with fairly regularly, an assistant deputy under secretary who quietly disappeared. A few years later I found out he was working for a major defense contractor in a middle management job.
