With more free time lately, I've gone back to looking through this site, and others lately. From looking at the '88 satellite image here, and the one at this link on Steve Hauser's old site, I didn't realise that Hangar 18 appears to have been extended. It would be about the same time that 14R/32L was extended. One imagines the two are linked. It would also be contemporaneous with the Boeing Beta / TSTO project, and the concept art (which I still think looks like drawings based off photos, since assuming it's the same artist, there's a huge difference between ground and space drawings). By looks of things, it had been completed by 1991.
