These sort of racetrack patterns are fairly common for test flights or even during exercises. That aircraft could be the target or the one targeting. That area, north of China Lake, is often used for such missions. In fact I see N163EM and N161EM doing Racetrack patterns over the EC-W near TTR right now.

Maybe someone closer to the area picked up some related comms on the scanner?
