This process has been ongoing throughout the era of modern aviation. Runway numbers have changed at airports for many decades, and it doesn't cause any disruption - the approach plates are updated, and new numbers are painted on the threshold.

Switching away from magnetic to geographic north would be a major change - and a very expensive one. There would be some safety implications, too, as emergency backup heading information is provided by magnetic compasses in most aircraft, and switching to geographic north would make those backup compasses much less useful?
