Welcome to Dreamland Resort. There are two good view spots, Mt. Diablo and a hill known as Brainwash Butte (although that is not an official designation). You can drive up to both in a quad or 4WD vehicle with high clearance. Mt. Diablo is a bit rocky and you want to have good off-road tires and probably a suspension lift. Also, if you want to be "stealthy", consider hiking up because a vehicle is easy to spot on the barren hills. Mt. Diablo (37° 53.806'N/116° 45.324'W) is near the main TTR gate. It is easy to get to and less than 8 miles from TTR but the viewing angle is not very good. Brainwash Butte (37° 54.051'N/116° 33.558'W) is about 13 miles from TTR. You have a good high-angle view of the entire base. Also, you are not as exposed as you are on Mt. Diablo. A good pair of IS binoculars will work fine at both locations. Of course a spotting scope is better. There is a place along Hwy 6 where you can see TTR in the distance, 24 miles away. Look for a transformer near (38° 7.335'N/116° 52.530'W). You won't see much detail at that distance though.
