While the article does not offer any proof for the claim that "foggles" are used at Area 51 I think it would make sense for infrequent visitors. From first hand accounts dating back to the 1960's we know that practices to limit exposure to non-need to know information was limited even back then. Uncleared personnel had to be inside with window shades closed when certain projects were flown. If foggles are used I would think they are a bit more sophisticated than those shown in the article to prevent accidental exposure.
