I can attest that the "dancing lights" as they were called back in the 1970s when I saw them were reported as UFOs by a lot of people. The idea of them being used a sort of anti-aircraft or anti-missile system makes perfect sense.

I'm sure what was going on when I and a lot of other people saw them was testing of the beam pointing system using visible lasers by a certain university lab.
