I think this coincides perfectly with all the construction going on at TTR. Taxiway construction near where a lot of navigation instrumentation is normally situated. Once new equipment is put in place, new approach procedures need to be banged out and published by the FAA. I don't know if the USAF does this themselves at proper Air Forces bases, but this is routine at civil airports all over the country. Usually about every 10 years every airport goes through this process, if for nothing more than re-surveying the runway headings with the changes in magnetic deviation, which in some cases leads to runways being re-numbered..
