FORUM SOFTWARE - PERL script and hosting for a forum like this - Consultation

I ran many forums using this format in the late 1990s and 2000's until Network54 which hosted the format was bought out by an Asian firm TapaTalk-- which changed everything and got rid of the threads. Twenty years of work down the drain for hundreds of users.

Now that the StormArea51 event is done, is there any way Jeorge or anyone in programming can explain how I (a non-programmer) can set up a forum like this and find a viable server to host it? Here's my original thread in this forum. Thanks in advance for any consideration on this.

(By the way, as a moderator for many forums like this one, I advised posted to create a new subject line for their posts so that the result would be more easily read as an outline. Please make that attempt and you'll see the marvelous results! )
