I had the same first thought. Keep in mind, however, the writer of an article/book is usually not the person who decides the title. That's usually done by someone (or a team of someones) employed by the publisher who is/are more marketeer than writer, looking for an eye candy title that will catch the attention of and draw readers with a finite number of words. Same thing often applied to newspaper headlines.
