Foreign nationals are allowed on the test site tours. Or at least were years ago. But there are some restrictions. The first time I did the tour I was not a US citizen yet. During the tour the guide announced that due to foreign nationals on the tour we could not visit CP-1. I have done the tour several times since, as a citizen. Still have not seen CP-1 from the inside.
