Use the petition process to request the president order the national guard to setup a perimeter around Rachael to protect the residents from the crowds - this is not unusual at all in natural disasters. this is an "un-natural disaster" so why not...? it is about a 4 mile perimeter mostly along existing roads - the national guard needs the practice. it doesn't cost anything to ask...
