This isn't quite entirely true. Prototype projects still get built very rapidly and quickly. Research and development never stops in the aviation industry. In respect to the B21, the service life will keep getting extended like the B-52. A thorough understanding of material science for longevity is one reason why programs like this can take 10+ years.
