The ground out here is very easy to build on. I am not an expert on runway construction, but I can tell you from experience that you can literally just level it out, pour a concrete pad and build a house on it.

When the new runway 14L/32R at Groom was built in the early 90's all the earth moving was contained on site. They even built their own concrete plant. Why these trucks would bring in dirt from 100's of miles away is beyond me. There were also trucks bringing in material from nearby Tonopah, so that sort of speaks against disposing of contaminated soil inside the ranges.
