Welcome to DLR Greg. Unfortunately Mercury Hwy and Sedan Crater are inside the NNSS, the former NTS where nuclear weapons were tested in the 1960's. Access for the public is restricted to guided public tours in buses. The tours are conducted by DOE and I believe they depart from the Atomic Testing Museum in Las Vegas. Advance reservations and a background check are required. The tours are usually booked out months in advance, but are well worth it. See the attached link for a trip report of one of the tours.
