Interesting, thanks for posting the images. Yes, it looks like the south end of the taxiway "F" and taxiway "B" are being re-done. That is in line with the NOTAMs that mention the north and south end of taxiway "F" being closed. Taxiway "B" had been closed for quite some time prior to the construction. For reference the attached link is to the FAA airport diagram of TTR.
