To some degree you can. Take the Apex exit of I-15 northbound and take LV Blvd. north. It is re-routed as well due to the construction, but bypasses some of the mess. It now ends at the road that goes from Hwy 93 to the Loves gas station between the gas station and Hwy 93. Unfortunately southbound that is a mess as well due to the merging/splitting of lanes to the I-15 on-ramp and LV Blvd. They could not have created a greater mess if they tried.
