That is exactly on the eastern edge of R-4808N aka "The Box," so it is a valid and legal sign. Restricted Airspace R-4808N is from the Surface to Unlimited Altitude, so this sign is correct. I know some people had trouble with the sheriff in Lincoln Country (Foster VS, I'm looking at you)! Personally, I don't know the validity there. In Desert MOA the FAA regulations (from what I could find) is 400 feet AGL.
