The road actually does exist in the 2002 satellite image. But the 2002 and 2006 images are not lined up properly in GE. Look a bit further west in the 2002 image. The road leads into the wash near its end. Possibly a road put in to recover a crashed aircraft? Might be interesting to dig up older aerial images of that area.
