I am going to reread that ordinance. It is really vague, and frankly the only reason I can see they implemented it, was so the Alamo PD could enforce the new "no-drone" signs at the border. Between the FAA rules, MOA rules, and this ordinance, it is extremely confusing. Which could be deliberate.

The amendment says "within 2 miles of the NTTR". They GOTTA mean the land border, not 2 miles from the edges of the R-4808N airspace.
