I greatly appreciate your input and it is quite possible the answer to my question. It doesn't seem to be near a river though. It's obviously some sort of sensor but what for exactly I'm not sure. Maybe next time if i can get close enough i can try to photograph the labels on the device and go from there. I'm sure it's nothing incredible it is just something i refer to as "one of those things".
