No one is allowed to land at Groom or even enter their air space unless they are part of the program occurring there. That includes Nellis. At one point some of the young Air Force pilots started declaring emergencies so they could land at Groom. The emergencies stopped when we kept the pilot for a few days of debriefing and refused to release the plane to Nellis. It was an F-105. We kept it several weeks. There were some cases early on of civilians landing at the facility. Pete Merlin knows about these.
