From someone who literally wrote the book on military monitoring - my suggestion for a someone new to MILAIR scanning is to start out with an inexpensive and easy to program - proven used receiver. A tried and true-no nonsense - easy to program on the fly - old school scanner is the Radio Shack Pro-43. Look on Ebay or Radio Reference and if you see one - snap one up. You won't be sorry.
Sure it lacks computer control and re-banding but it is a good entry level radio that works wonderfully on the VHF and UHF military bands - and good used models can be had for less than $100. I have two (one over 15 years old) and another I bought a few weeks ago - and they both still work wonderfully.
