ATS has video of a Mig 29, Su-27, and Yak 40 flying towards Groom Lake in April of 2003. To my knowledge, that's the last known sighting of Russian aircraft in the area. I also read recently (can't recall where) that some of the civilian-owned Russian fighter aircraft are contracted for familiarization operations with the USAF (specifically tied to Red Flag if I remember right). Now that's more Red Eagles replacement than Red Hats ... but who knows. Could those civilian owned craft replace both the Red Eagles and Red Hats?
