A few thoughts: What people have to keep in mind is that A51 is not a only a testing & manufacturing facility, but a place where deception is demonstrated. This is confirmed by employees who use to work there in the 50's n 60's n chronciled by National Geographic.

The materials and aero-frames at A51 can never be left outside. Space always has to be available for the ever expanding and archival needs of an installation of this magnitude.

The big hangar at the south end of the base could be holding a small project within it or possibly at some people predict a B3U. It could be that the money came down in the pipeline for a building of this magnitude. So A51 spent that money on the building now, instead of later or should I say, asking for the money, when they need it. The south hangar does have 3-4 floors, which also allievates the possibility of having to go from building to building, reducing transportation cost across the base. Remember this installation is not immune to fuel prices.

There could also be one giant stamping press in that building for now. Current next-gen construction on aero-frames is toward singular piece construction with the minimizing of breaks or lines in the metal. The roadrunner website shows pictures of giant stamping presses in hangars for the A12-SR12 program.
