What has been proven is that the problems of control were not understood in the first flight and the changes effected for the second did not solve the problem. There have been a number of experimental programs which produced very valid advances without ever achieving the intended capabilities. Perhaps the most notorious was the SM-64 (B-64) Navajo. The research is very interesting. The proposed weapons system is absurd. But then the SM-64 was also an absurd weapons concept. Whether the US should be pursuing programs of great expense and little potential usable value is a question which needs to be examined in light of new economic and funding realities.
