Just going by the open source stuff that's out there, the US is still well ahead in the LO and counter-LO biz. The writer at DoDBuzz mentions the fact, certainly not news to anyone, that larger radars with longer wavelengths can more easily spot aitborne targets that have their RCS optimized for shorter wavelengths. But those UHF & VHF radars are working from fixed sites, and will certainly stop working in the first few moments of any serious conflict. We are pretty well on top of the techniques for countering LO; some are more effective than others, but all have their vulnerabilities.
