I'm with Gregos. I've seen these things at some Army installations. They can be thrown together in a day, and where I was (WSMR, et al.), they were using them for ground vehicle maintenance. Lets the guys do their work in the shade. I've seen them used in other locations for visual security. WSMR did have one buckle and sort-of halfway collapse during a storm, so yeah, that can happen.
