Step 1: Write down US Budget Deficit in 2011.
Step 2: Subtract the sum of ALL non-military Discretionary Spending.
Step 3. Note that the deficit has only been about halved.
Step 4. Subtract the remaining Discretionary spending (Defense).
Step 5. Note that their is a slight budget surplus, but no US government.
