After CIA and Air Force U-2 pilots completed their initial training at Groom Lake, the operational detachments and squadrons were moved to other locations. OXCART test and training activities were accomplished at Area 51 but operational activities were based at Kadena, Japan. All developmental and acceptance flight tests of the F-117A took place at Groom. The operational F-117A units were established at TTR because it is not practical to have operational squadrons co-located with highly classified test activities with sight-sensitive assets. Groom Lake is just a proving ground.
