The road you are talking about eventually leads back to the highway. From the tracks and condition of the road, it looks like it is used by big rigs quite a lot, coming into the Back Gate from the north. The intersection with Valley Road hsa always been pretty "washboardy" due to vehicles braking and accelerating. I assume the pavement, which extends just past that intersection on Valley Road, is intended to minimize that problem. Maybe to conceal the fact that the road gets a lot of use. Why didn't they pave it all the way? Maybe they don't want any paved roads leading to the Guard Shack, to keep away unsuspecting tourists? I don't think it is lack of funding...
