This is such baloney. "UFO's" are the biggest urban legend of all time. The CIA knows this and tried in vain to stop the UFO juggernaut back in 1997 with a report on UFO's. They openly admitted that half of ALL UFO reports in the 1950's and 60's were CIA reconnaissance craft. It did nothing to curb the urban legend. The Air Force wants to have their cake and eat it too. They want to have covert craft, and they want the UFO/Roswell legends to die.
But now the urban legends are totally out of control. Every time there are mass bird deaths or other phenomenon, people invariably throw down the UFO card, and the legend continues to grow.

At some point the agencies and services will have to show their hand. The problem is that by that time the legend will be so ingrained in the public consciousness that they may not believe even the most compelling evidence ever presented. After all, the CIA tried in 1997 and nobody listened.
