I still think that Det 3, AFFTC runs the base: daily operation of the safety and security of the range, operation of the range(s) and airspace, Supply, medical, etc.
AFEREG is probably a tenant unit - and both AFEREG and AFFTC probably have Air Force active duty and civilian employees. Probably contractors for each organization too.
There are probably other organizations too - Combined Test Forces for each airframe being tested, AFOTEC, SPO reps from Dayton, etc.
I think the structure mirrors that of Edwards AFB. Of course, not exactly - more like a funhouse mirror.
