You are correct. In case of a disturbance at the border, the sheriff only goes as far as the guard shack. Sometimes not even that. I am not sure that he is required to have any kind of clearance. It looks like there are several rooms in the guard shack, and I would bet that he does not even get to see the surveillance equipment.
