I used two online solar calculators and both gave sun altitudes of 68.3, and gave azimuths of 133.8 and 135.4 respectively. I didn't care too much about azimuth, but used it to do a reality check against the shadows in the pic and they were close. The collection angle would be useful for a more accurate approximation of the building height, and it's not looking straight down. I assume those collection angles are to the center of the image? Given this info, some shadow measurements and a bit of math, it should be possible to measure the height of most of the interesting structures on the base. Or just ask the Russians or Chinese, as they must have had that info for quite a while.
