Definitely not. It would be leaking all the way from the runway to the hangar if that was the case, not in a very specific area of a taxyway, or if it was meant to leak they'd make it leak the fluid over a proper drainage tank. The other thing I notice is that the new hangar there has walls built along the sides of it. They can't be visual screens as they're just blocking side walls, they can't be bomb blast shields as no ones going to bomb the hangar, my guess is something side would make a mess if it went bang.
