Boeing does do some very innovative stuff. I don't know if it is military testing though, I wouldn't doubt that they would need a good test facility and not that they couldn't being doing military testing there because it could be likely. I think it could simply be for doing new products they are trying to add into future commercial planes, like the hydrogen aircraft they have developed.

I'm not saying your wrong, but just a thought.
