The USAF owns the aircraft, i.e. it is not a contract service. The plane landed when the airport tower was closed, which is still allowed, though Nellis control issues a warning if a pilot wants to land at the TTR when it is unattended. Really, I see no reason to consider this anything but a tragedy. Note that in the past the USAF passenger planes have not been forced to meet civilian standards until "something happens." The crash of the flight with Ron Brown aboard is a good example.
