Radios generally have specifications over given frequency ranges. At a minimum, there is a sensitivity specification that indicates what level of a signal (uV) at the antenna input is required for a given signal to noise ratio. [More precisely, signal to noise and distortion, but you get the idea.] Some radios will work in the mil air band, but with no published specifications. So it works, but you don't know how well it works.

The sensitivity is also a function of the demodulation mode, with AM generally the more difficult to receive mode. There is NFM in the mil air band, but that would require a few more paragraphs. You could google fltsatcom.
