I'd suggest taking the stock tour before trying to get a custom. The dead of winter is a good time since your odds of having a foreign national on the tour are greatly reduced. [One foreign national on the tour means you don't see CP1. Even Canadians are considered a great security threat, eh?] Regarding the geiger counter, maybe whomever runs the tour now might be convinced to bring their own geiger counter. It's not like they don't have a few thousand handy. You do get to walk in one crater. Perhaps dragging your shoes would get a good soil sample. My recollection is the only hot spot you visit is Sedan Crater. If you were to ask for a geiger counter reading, I'd suggest there and perhaps near the low level waste dump that you visit.
