For the most part the military is moving away from underground installations due to the cost, praticality, and difficulty for matinenance. The big war room in Cheyenne Mt. has been replaced by a similar one at a nearby Air Force base. The threat of multi-megaton warhead strikes within the contenential U.S. has been substancially reduced with the fall of the Soviet Union, and maintenace of the cold war era war room took millions a year to keep in standby. Remember, it's alway money and funding. I'm not saying it was a good idea, but that was what was decided. it's a LOT cheaper to build a big hanger that dig a big hole, and then build a big hanager inside it. There ARE some underground aspects of A51 as evidenced by some of the mounds of dirt and earth moving equipment seen in some photos, but since USAF took over the running of the base, it may have been golf course construction.
