If it is a drill rig, could the drilling be for some type of environmental remediation, or soil sampling?

Again if it is a drill rig, why would it be in the same position for 9 months (more or less)? Could it also be used for raising / lowering some device in the hole? (I don't know squat about drill rigs.)
