A pilots preflight responsibility is to check notams for the intended route of flight before departure. Were I to be flying in the area of those coordinates the Notam would make me aware of where and when this would take place. Thats why they are anounced to the public. Notams are for anything out of the norm. It could be a presidental visit to a city (temp flt restriction-TFR)or an inop nav aid.
Special ops insertion or air-sea rescue would be my guess from 2000' agl.
