Generally speaking,"no". Nellis does have a branch of UNLV on the base and allow civilians to attend classes there......and of course there is the annual air show. But Nellis is a TAC base subject to the same security rules as other TAC bases. In other words civilians are not allowed to roam freely about.......check the Nellis web site or call the base when you arrive to see if there are base tours.
There were not when I was there but that was some years ago.
