This is the opposite situation, i.e. the military using civilian bands, not civilians using military bands. There are some very low power civilian applications in the military air band. Your key fob is a good example. [Well, if you live in the US.] If the frequency in question is 148.6Mhz, that is a band generally allocated to the government, not specifically the military. It is a satellite/radio astronomy frequency. Still, it is a strange mobile extender frequency.
