To my knowledge their are no restrictions on Tikaboo, or any BLM land. I have been involved in several bbqs on the top with no problems. I havent been up this year so I dont know what the conditions are like. You will be the judge of the danger when you get up there. I believe that Lonewolf may be able to give you a more current update.
